London drum-maker dies of anthrax: hospital

LONDON (AFP) – Police will Monday examine the house of a London drum-maker who died after inhaling anthrax spores while handling imported animal skins, the hospital treating him said

Fernando Gomez, 35, from Hackney in east London, had been in intensive care for several days but his condition deteriorated overnight and he died around lunchtime, the Homerton University Hospital said

Health Protection Agency (HPA) staff have sealed off his flat and are due to inspect his workshop this week to test for further signs of the disease, which can cause a skin infection or, as in this case, be inhaled into the lungs

Seven people who had been in the room where the animal hides were prepared have been given antibiotics as a precaution, but HPA officials said no-one else has developed symptoms of anthrax

Anthrax is a highly contagious infection that usually only afflicts livestock, but can be transmitted to humans who handle or eat infected animals.
Anthrax inhalation is very rare, and is not contagious

Officials stress there is little risk to people playing animal hide drums, only those making them, and Britain has tough regulations on hide imports

The last death of this kind in Britain was in Scotland in 2006, when 50-year-old Christopher Norris, who made artworks and instruments including drums, died after inhaling anthrax

A subsequent report said it was likely Norris died after playing or handling anthrax-contaminated West African drums at a drumming workshop

On September 23, 2008, the Secretary of the Department of Homeland Security determined that there is a significant potential for a domestic emergency, involving a heightened risk of attack with a specified biological, chemical, radiological, or nuclear agent or agents--in this case, Bacillus anthracis. Pursuant to section 564(b) of the Federal Food, Drug and Cosmetic Act, 21 U.S.C. §360bbb-3(b), and on the basis of such determination, I hereby declare an emergency justifying the authorization of the emergency use of doxycycline hyclate tablets accompanied by emergency use information subject to the terms of any authorization issued under 21 U.S.C.

Not a single case of human anthrax has been reported in the United States this year, but the nation is now officially in a state of anthrax emergency

The emergency was declared earlier this month by the Department of Health and Human Services, and will last until 2015.
Whether it will protect public health is debatable, but it will certainly protect makers of faulty anthrax vaccines

Emergency exemption from legal liability is granted to vaccine manufacturers by the Public Readiness and Preparedness Act, passed in 2005 to protect against paralyzing lawsuits during outbreaks of anthrax, avian influenza or other potentially pandemic diseases

The act is supposed to be invoked when the Secretary of Homeland Security has determined "that there is a domestic emergency, or a significant potential for a domestic emergency, involving a heightened risk of attack with a specified biological, chemical, radiological, or nuclear agent or agents"

But as Homeland Security chief Michael Chertoff explains in a letter to the DHHS, none of these conditions are met: there's neither emergency nor heightened risk of attack nor "credible information indicating an imminent threat of an attack.
" But that doesn't matter

"These findings are not necessary to make a determination," Chertoff wrote. It's enough that anthrax was declared a threat four years ago, and that "were the government to determine in the future that there is a heightened risk of an anthrax attack ... that determination would almost certainly result in a domestic emergency"

In other words, there could be an emergency someday — so we might as well declare an emergency now

Beyond the tortured logic, there's something not quite right about this Could it have something to do with the fact that the federal government has spent nearly a billion dollars on anthrax vaccines of questionable efficacy and safety?

The CDC's vaccine committee meets next week to discuss anthrax vaccines.
It will be interesting to see what they say

Yesterday at least five branches of Chase Bank in Colorado and Oklahoma received threatening letters, some containing an unidentified white powder. Fire Marshal Kevin Ferry of the Cunningham Fire Protection District near Denver said the powder in one package was found to be harmless, though the substance had yet to be identified.
A police department spokesman in nearby Lakewood, Steve Davis, said a white substance found on a parcel there appeared not to be dangerous and resembled talcum powder

Anthrax is the only agent used against the US and the most likely one to be used in potential future attacks due to the simplicity to produce. Casualties caused by and attack with 2 pounds of weapons grade anthrax can be in the hundreds of thousands. The Government is well aware of this threat and the anthrax emergency is an evidence of the need to be vigilant and ready to contain a potential threat before disaster," said Mr.

It is noteworthy that the anthrax emergency is not declared due to an immediate concern and an imminent attack but that authorities are aware that there could be an emergency in the future for which the nation has to be ready

UNDT's handheld assays are capable of detecting up to five bioterrorism agents in a suspicious sample. The company recently announced that it has received purchase orders for these assays from the DHS and the Federal Aviation Administration. UNDT's autonomous anthrax detection system, the BSM-2000, is designed by NASA's JPL to independently monitor the air and sound an alarm if abnormal levels of bacterial spores such as anthrax are sensed.

There have been no cases of human anthrax reported this year in the US, but the DHS imposes blanket anthrax emergency for the next seven years.
The emergency was declared earlier this month by the department of Health and Human Services (HHS), and will last until 2015
