There is reason to believe that sections of the international pharmaceutical industry cartel are acting in concert with the US Government to develop a genetically modified H5N1 virus substance that could unleash a man-made pandemic, perhaps more deadly than the 1918 ‘Spanish Influenza’ pandemic claiming up to 30 million lives. 1
Rima E. Laibow, MD, head of the Natural Solutions Foundation, a citizen watchdog group monitoring the pharmaceutical industry states, "Our best intelligence estimate is that pandemic Avian Flu has already been created through genetic engineering in the United States, fusing the deadly genome of the 1918 Pandemic, misnamed the ‘Spanish Flu’, with the DNA of the innocuous H5N1 virus in a growth medium of human kidney cells, according to the National Institutes of Health and the vaccine’s manufacturer. Some virologists believe that this would insure that the man-made mutant virus recognizes human cells and knows how to invade them. " 2
If true, as Laibow points out, "A basic virological fact that the public has not been told is that it is impossible to make a vaccine against a virus that does not yet exist. Public relations efforts to the contrary, IF a vaccine is being made against the Avian Flu virus in its pandemic form, that means that the pandemic virus must already exist, period, end of discussion. "3
The genome of the 1918 pandemic, the so-called "Spanish Flu", was recently intentionally resurrected by the United States government from a frozen corpse that died of the flu in 1918 in Alaska. Because of that resurrection, both the Avian Flu, and its "vaccine" are now a significant threat to public health.
The Spanish Flu, which was not Spanish at all, was created in the US through an early bioweapons program and injected into healthy young men (i.e., ’soldiers’) as the first mandatory vaccination in the military during World War I. The "Spanish Flu", which originated in Kansas on US Military bases, was one of the deadliest pandemics in modern history. It was also one of the most successful biological weapons ever created, until now. Aspartame and Tyson Foods doubts
To date, there have only been around 385 human cases of Avian Flu identified worldwide (assuming those identifications are trustworthy, of course), with 243 deaths. To put the absurdity of this effort into perspective, Laibow points out, Sudden Cardiac Death (SCD), which researchers believe is heavily associated with aspartame consumption, is a leading cause of death which, according to the CDC, for example, killed 460,000 Americans in 1999 and the numbers keep rising (www. cdc. gov/mmwr/preview/mmwrhtml/mm5106a3. htm. )

SAN FRANCISCO--"Weapons of mass destruction multi-agency exercise"
If I've ever covered an event with a more stark title, I can't think of it
But there I was Saturday morning, along with several hundred firefighters, police officers, Army National Guard personnel, and members of other local, state, and federal agencies for a large-scale exercise designed to help train all these emergency responders how to deal with a major terrorist attack involving suspected chemical weapons or other bio-hazards
As a bulletin announcing the exercise put it, the goal was for the agencies' personnel to "identify the emergency and work as one large team to protect and save lives and mitigate the hazards"
Practically speaking, this was quite the undertaking Upon arriving in the middle of San Francisco's usually crowded financial district, I encountered no traffic, but a wide variety of emergency vehicles and dozens upon dozens of people in almost every official uniform you can imagine
This is not the first time San Francisco has run an exercise like this. Last year, the city ran another such scenario at the famous pyramid-shaped Transamerica building. This time, the owners of 555 California St. , one of the city's largest office buildings, had asked the city to prepare an exercise in their building And so for the last year, the city and the owner of that building and another nearby had been planning this day
For the exercise, the fire department blocked off several streets in downtown San Francisco These streets were clogged with fire trucks and many other emergency vehicles from several state and federal agencies
The scenario was this: a terrorist with a backpack full of sodium cyanide--a chemical used in gold mining operations that quickly attacks and shuts down the human respiratory system--unleashed it inside 555 California
The attack instantly kills a number of people and injures others
Because of the victims, the fire department is the first to arrive on the scene, and when the firefighters discover what's happened, they isolate the building's lobby and deny entry into the building by anyone else, and then quickly set up a mass decontamination system nearby And then they call in the specialists
This is, of course, the whole point: to bring in the many different types of specialists to deal with the variety of complexities a situation like this creates
But to make it even more complicated, the scenario had more to it: emergency personnel also discover an improvised explosive device inside 555 California, and just when they're dealing with everything going on there, there's also a shooting in another office building nearby
By the time the press was allowed into the scene, all this was under way We got a quick briefing from SFFD public information officer Mindy Talmadge, who explained that the exercise, which cost about a quarter million dollars, was paid for with federal grant money
One of the elements of the scenario was that no one actually knows at first what the terrorist has attacked with. It seems obvious it is some form of chemical weapon, but the specifics are still a mystery Finding out and then disseminating that information is one of the goals of the exercise

"They knew it was a CBRN (chemical, biological, radioactive or nuclear) event," said Talmadge, "and that it was a terrorist event. They don't know what the chemical is They have to decide based on what they find and what they heard"
In the scenario, the attack has happened on a busy weekday, but of course, it's actually a quiet Saturday and downtown is rather empty There are some random pedestrians walking through the scene--which is closed to automobiles, but not foot traffic, since many local businesses were open--and it is sort of odd to see them passing through what is otherwise an extremely unusual and macabre scene
"I doubt people would be walking calmly around" during a real emergency, Talmadge admits
But of course, shutting down several blocks of the city's financial district on a weekday would be a pretty significant thing
At a press briefing later involving the chiefs of both the fire and police department, I asked if there was any possibility of ever running this kind of exercise during a workday, since it would seem that it would be helpful for these emergency personnel to learn how to handle such a situation with countless people and vehicles around
"It would be a challenge, but if the community wanted it, we would plan and find the resources to do it" and deal with the inconveniences, said SFPD Chief Heather Fong
Another interesting part of all this is just how slow everything and everyone seems to be moving
Even as the exercise was in full swing, everywhere you looked, emergency personnel were standing around in groups, talking, sitting on overturned newspaper boxes, and otherwise waiting for something to do

One man from the 95th Civil Support Team--a federal agency that specializes in WMD situations--in a blue hazmat suit that was pulled about halfway up his body, was intently looking at a device in his hands that had an orange antenna and looked a little bit like a Wi-Fi router He said it was an air monitor and was used to measure what was in the air nearby
At the same time, a fireman in a bright yellow hazmat suit was brandishing another device, this one looking like a circa 1984 cell phone He said it was a gas detector used to determine what gases might be in the area
All in all though, most of the people milling around, many in hazmat suits, others in a variety of official uniforms, were looking bored and like they wanted something to do
But this is according to plan That's because one thing that seems very important to everyone in charge here is that in the course of trying to help out the victims of the attack, the emergency responders don't themselves become victims

According to SFFD Chief Joanne Hayes-White, one of the main goals of this scenario is to the members of all the various agencies that would be involved in the response to a real attack together so that they begin to know each other
"It's difficult to have the level of seriousness (you would have) in a real situation" in an exercise, Hayes-White acknowledged, "but it's a good lesson for us"
She said that prior to September 11, emergency personnel were trained to charge right into buildings where something had gone seriously wrong But the lessons of the post-September 11 world is that it is important to know exactly what the situation is before sending vital personnel in unprepared
Still, Hayes-White admitted that it is hard for highly trained responders to just stand around and wait for as much as two hours--which is what was happening Saturday
"They might be feeling a little frustrated and a little awkward about standing around," she told me. "But we want to keep everybody safe And it's sometimes difficult to simulate that"
After awhile, we went back inside the lobby of 555 California where the man from the 95th CST and another from the police department, both in serious hazmat suits, were investigating what was clearly supposed to be the chemical agent causing all the ruckus
With the "victims" still lying prone on the floor nearby, the two methodically worked on the chemical in an attempt to identify it
The idea here is that until now, no one knew what the chemical was, and therefore how to respond to it Soon enough, however, word came that they had identified it as sodium cyanide, and quickly the word went out over the radios
The men take three samples of the chemical, one that is put away, never to be opened, one to be tested and a third for a re-test, if that's necessary
And it's tricky work, largely because the men are trying to work with cotton swabs and other small items while wearing thick gloves Indeed, as they work, they drop their swabs on the floor at least once
They are also working with a small computer that a member of the 95th CST tells me is called an Ouera, and is used to analyze the chemicals found at the scene
"It tests whatever the substance is," said Sgt. Maj. Daniel Morales of the 95th CST. "We take the sample over to our mobile laboratory And if they're not able to determine what it is, they'll take it over to Lawrence Livermore" National Lab
Eventually, the two men in hazmat suits are done, and they leave. They walk across the street where they are put through what is called technical decontamination. This is a process involving a careful and thorough scrubbing down of their suits, and then each part of the multiple layers they are wearing The idea is to ensure that nothing touches their skin until they are completely clean
The exercise will continue for several hours, but the major activity is over now
Since this wasn't the first time San Francisco has had an exercise like this, it's natural to wonder what the city learned from doing it again
Hayes-White said that, among other things, she felt that the various agencies had found some improvements in the way they were communicating with each other during the exercise And of course, such communications are vital since with several hundred emergency personnel on the scene, it's crucial that everyone know what is going on and what they should be doing
But Hayes-White also stressed that much about the day would only be known afterwards at a series of reviews of the exercise
For me, it was very interesting to watch this evolve
Given that such an attack would almost certainly happen during a busy weekday, it's hard to feel like this exercise, held on a quiet weekday is anything like what the real thing would be like
I think, ultimately, the real point of this is what Hayes-White alluded to: the need for the various agencies to learn how to work together and to build a collective command structure in the event something horrible like a WMD attack actually happened
And to be honest, anything that these agencies can learn about how to proceed during what Fong called an "inevitable" attack is worthwhile Let's just hope these agencies have the time to carry out a few more of these scenarios and learn a few more lessons before that happens

Last month, I wrote a column about the challenges journalists face in covering the ethical decisions that affect humanity’s response to global climate change Well here’s a doozie: What is a human life worth — not in any abstract, existential sense, but in cold, hard dollars?
That was the subject of a keenly important article by The Associated Press’s Seth Borenstein yesterday, who discovered that the U. S Environmental Protection Agency has discounted the “value of statistical life” by almost $1 million over the last five years The practice of monetizing life at all sounds nefarious, but, according a Forbes article from last January, it “makes sense” in a world in which we expect government to protect its citizens from things like global warming:
Although some may consider it immoral to even raise the question of the dollar value of life, risk regulation agencies can’t avoid doing so. We would soon exhaust all of our resources if we tried to do everything that would make our lives safer A zero pollution, risk-free society is unattainable Borenstein’s piece for the AP reflects this same rationale:

Quarantine, Quarantine, Quarantine
I have been asked repeatedly about how to quarantine properly and so this private memorandum is being written to respond to that question
The first thing we need to consider is why we are quarantining. Remember quarantine is due to a biological event and not a chemical or nuclear incident. For these last two you should be sheltering in place. A proper quarantine will protect you from what ever it is you are trying to protect against, henceforth there will be discussing different stages of quarantine
1. The first and most basic stage is to go home lock the doors and stay there. DO NOT try to seal up your home with duct tape and plastic as you will not have enough oxygen to breathe within a very short time. This method is used for chemical events where you need to be indoors for a very short period of time. Most quarantines will last days if not weeks and months. At this stage you can actually go out in to your front yard or back yard and breathe the air just fine just as long as you do not breathe someone else's air that might be infected with an airborne communicable disease or virus. This could include certain animals and insects, all depending on the biological involved
All infected people should remain a good distance (minimum 20 feet) away from you and anyone else sheltering with you. Anyone (again including certain animals and some insects) that has been in a possibly infected area should be kept separate (quarantined separate) from you until they have sought proper medical attention (if it is available) and been cleared or they have run the course of waiting the required length of time to be sure that symptoms will or will not show up
Remember in most biologicals symptoms do not show up for several days
(Note from NSF - we have been examining the historical record for latency and infectious periods (for example, for the 1918 pandemic and for the unweaponized Avian Flu). The latency period could be up to 2 weeks. Our current best estimate is that people will start to notice symptoms as soon as a week after disbursal of the pathogen; the disease will, if especially virulent, cause death within 72 hours of first symptoms. For example, if the pathogen were released, say, on August 23rd, people would start to notice symptoms by the end of the Labor Day Holiday (Labor Day is September 1st this year). By the time most students are back in school, say, September 5th, the media would begin to notice and the public authorities would be empowered to act, we suspect, within 72 hours of mass media notice (we believe the alternative media might "get wind" of the impending pandemic a day or a half day earlier). That brings us to September 8th. We can expect national "lock down" and Martial Law within a day or two, as people panic to obtain food and protection. End of Internet communications; possibly of telephone as well. We note that the "Pandemic Avian Flu Vaccine" is scheduled to be delivered to the United States from the Chinese pharmaceutical plant where it is being made during August)

Players diagnose symptoms that victims report This process doesn't always go smoothly in chaotic conditions, and the player is often hurried on to other serious cases In some cases, what appears to be a flu can be much more severe Epic's Unreal Engine 3 brings out all of the details in these patients, including the red in their eyes It's important to read victims' visual cues as well as converse with them Zero Hour trains players how to properly do things in actual emergencies, like setting up a triage area, and then throws them into virtual situations that require them to parlay those lessons into practice For instance, it's important to bring the right gear based on the information received from Dispatch in the ambulance When a freight train derails near a heavily populated train station and releases cyanide into the air, victims run out of the station As medical commander, the player must set up a triage area and sort through these patients as quickly as possible, making sure proper treatment is administered A succession of bombs go off during the early innings of the St. Lillo Lions home baseball game Firefighters alert the player that radioactivity is present Amid extreme chaos -- and quickly -- the player must set up a triage area a safe distance away from the scene and treat victims of the dirty bomb An earthquake has turned buildings to rubble Setting up a safe haven for treatment as aftershocks roll through the disaster scene means treating the victims strewn throughout the area is extremely urgent Players arrive at each scene as EMTs inside an ambulance responding to a disaster call Dispatch They must use pertinent information from Dispatch to assess the correct gear for each situation, as they see quake damage unfolding from the vehicle The city of St Lillo doesn't exist, but it's based on real US cities Virtual Heroes worked with EMT personnel in urban hubs like Boston and New York City to add a flavor of those locales to the game, and elements of Los Angeles, Chicago and San Francisco were blended in

Although the risks of an outbreak from a proposed new US secure bio-defense and agricultural disease research lab are very low, the consequences would be worse at one of the mainland sites officials want than on the island where the work is currently done, says a draft report from the Homeland Security Department
The department wants to build the new lab, dubbed the National Bio and Agro-defense Facility, at one of five potential mainland sites, but is also evaluating the existing site of the lab it would replace, the aging Plum Island Animal Disease Center, in New York state's Long Island Sound

In its ongoing efforts to stamp out all things terror-related, the US Department of Homeland Security has just released a giant report on its plans to build a mega bio-defense lab where scientists will study the Earth's deadliest diseases for humans and animals Basically, it will be a real-life version of that lab you saw in the recent A&E revamp of The Andromeda Strain Sounds awesome, right? The problem is that disease leaks from the lab are not entirely unlikely, according to the report
According to UPI:
The department also assessed the possibility of a terrorist attack releasing pathogens from the lab — which will work on the most infectious animal diseases, like Foot and Mouth; and on those most deadly to humans, like the Hendra and Nipah viruses The overall risk assessment for a release at the five mainland sites was "moderate" because of "the potential easy spread of a disease through livestock or wildlife" nearby, the statement said
The new lab, to be built in 2010, will replace an existing bio-defense lab on Long Island. That lab, called the Plum Island Animal Disease Center, is outdated and no longer useful. DHS wants its researchers to study "zoonotic diseases" that hop from animals to people (can you say "bird flu"?), and to do that they need a facility at "bio-security level 4," the highest level Plum Island only goes up to level 3 About ten percent of the new facility will be at level 4
DHS is currently considering five possible sites in the mainland United
