During the 2004 Republican Nation Convention in New York City, over 1,700 protesters were taken into police custody in one of the most sweeping mass-arrests in US history. Many were held in Manhattan's Pier 57, inside a warehouse which was contaminated with lead and asbestos.
Some were held for days, and without proper access to food, water, outside communication or legal counsel

In Denver, police are preparing what a local political organizer calls a 'concentration camp,' laying in wait for mass arrests anticipated during the upcoming Democratic National Convention

On Wednesday, a Denver CBS affiliate sent a news crew to crash the police department's improvised detention facility, found in a warehouse owned by the city on the north-east side of town

"This is a building filled with metal holding cells," described reporter Rick Sallinger, introducing the segment.
"We showed up at the facility unannounced today, the doors were wide open, and we managed to shoot for several minutes until a Denver sheriff's captain asked us to leave"

Footage of the warehouse revels tall, chain-link fence capped by barbed wire, and segmented pens each bearing an identifying letter at about shoulder height

The news crew was not invited, nor welcome. Cpt.
Frank Gale of the Denver Sheriff's Department called the facility "a secured area," and worried that information related to the site would be used "by people who are potentially trying to be disruptive"

"Each of these fenced in areas is about five yards by five yards," said Sallinger. "There's a lock on the door. How long those arrested will be kept here is not known.
A sign on the wall reads, 'Warning! Electric stun devices used in this facility'"

"If 300 people are taken to Denver’s temporary detention facility within a short time frame, processing those persons at the rate of 30 to 50 per hour would take at least 6 to 10 hours," notes a letter from ACLU Colorado, sent to the Denver Police Department. "During the Republican National Convention in New York City in 2004, nearly 1,100 people were arrested in a four-hour period.
If a similar situation occurred in Denver, it would take at least 22 to 36 hours to process those persons"

Area activists are not amused at the news.
CBS carried its footage of the newfound jail to Adam Jung, with Tent State University, and Zoe Williams, a Code Pink organizer

"Very reminiscent of a political prisoner camp, or a concentration camp," said Williams

"I mean, that's how you treat cattle," added Jung. "... It's a meat processing plant"

The detention site was supposed to be a secret, said Sallinger

"At the temporary facility, Denver will of course also be required to provide for detainees’ basic human needs, such as adequate food and drinking water; access to toilets and facilities for washing; and access to medical care if necessary," the ACLU insisted.
"Detainees must also be allowed the opportunity for bodily movement, including release from handcuffs or flexicuffs

"Denver must establish a system to ensure that detainees are assured of access to medically necessary prescription medications they may be taking. Some arrestees will need prescription medications that are in the possession of family members who were not arrested. Denver will have to arrange a system to receive the medications from family members and then deliver them to the appropriate prisoner.
Failure to deliver appropriate and necessary medications could result in serious deterioration and damage to a detainee’s health"

A call by RAW STORY to the Denver Sheriff's Department seeking information on this facility was not immediately returned

"This facility will not be used for long-term detention," stated a Denver police department letter to area residents. "Arrestees who are processed at this facility will be there for no more than the few hours it requires for processing. Water, bathrooms, medical staff and phones will be available to them.
The facility will be fully staffed to ensure its safe and secure operation"

ACLU Colorado is currently pressing the police department for further information

DENVER -- The Denver coroner said Thursday a man found dead in a downtown hotel room with a pound of highly toxic sodium cyanide nearby died from cyanide poisoning

However, the medical examiner's office could not say if 29-year-old Saleman Abdirahman Dirie, of Ottawa, Canada killed himself

His body was found Monday inside Room 408 at The Burnsley Hotel, which is about four blocks from the state Capitol

Police spokesman John White identified the white powder as sodium cyanide, the crystal form of cyanide. Fire officials say they found a bottle containing about a pound of the white powder, or between a pint and a quart by volume.
An expert told the Denver Post that the amount of cyanide is enough to kill hundreds of people

White said Dirie had been dead for several days.
Friends told The Ottawa Sun that he was dead six days before he was discovered

Foul play is not suspected and his death appears to be an isolated incident, White said

Dirie's sister told CanWest News Service that her brother had been on medication for the past three years to treat his schizophrenia, but that he was not a terrorist

The FBI's Joint Terrorism Task Force is assisting in the investigation but FBI spokeswoman Kathy Wright said the incident has no apparent connection to terrorism

"You have a suspicious substance that was found in a hotel room in conjunction with person being a foreign national, and we have a lot of questions and that is why we are assisting," Wright told the Post

An online threat posted in July by a man with a similar name warned of death. The blog discussed the killing of Christians in Somalia by Islamists.
The person who posted on the blog was a Muslim who appeared to condemn Christians

"Having the bible in one hand, and a bread in the other hand, is not a correct thing! Kill Them , Kill them, Kill them, that is my massage (sic),!" read the posting by Abdirahman Dirie on the 'Solmali's for Jesus' Blog

It was not clear if Abdirahman Dirie and Saleman Abdirahman Dirie are the same person

The Somali Justice Advocacy Center in St. Paul, Minn.
, said connecting Dirie's death to terrorism "is a rush to judgment"

On Tuesday, firefighters and hazmat crews joined the FBI at the hotel, where they cordoned off the neighborhood surrounding the hotel for a second time, and used the case as a "training exercise" in preparation to the Democratic National Convention

The upscale Burnsley Hotel is about two miles away from the Pepsi Center, where the DNC will be held from Aug. 25-Aug. 27.
However, it is not on the list of hotels where delegates are staying

The last day of the DNC will be held at Invesco Field at Mile High, which is three miles away from the hotel

Since last summer, an anarchist group calling itself the RNC Welcoming Committee has been advertising its intention to be present at the Republican National Convention in St.
Paul, MN this September, even releasing a video showing black-clad figures cheerfully spreading the word

However, when a leaked plan for moving delegates in and out of the convention center was posted at Indymedia. org last week and online posts suggested the anarchist group was planning to blockade major bridges and intersections, the local Fox News affilliate became concerned that "the protesters goal is to block delegate access leaving the hotels on the six bridges leading to St.
Paul, as well as into and out of the Xcel Center"

By Monday, Fox News was spreading this local coverage nationwide, telling their audience that anarchists "have plans to crash the Republican Convention" and featuring an interview on local community radio with three members of the RNC Welcoming Committee over the banner "anarchists plan to cut off the arena from entering delegates"

"We're not trying to influence the Republicans," stated one anarchist in the radio interview. "They already know that people are against the war. People are against pollution and global warming and racism.
The Republicans don't seem to care"

"We don't think the political elite will stop because we ask nicely," explained another.
"And so we advocate a strategy of direct action -- in this case, not letting them hold the convention"

Fox concluded ominously that "the RNC Welcoming Committee says property destruction is not part of their plans -- but they wouldn't rule it out either"

At the time of writing, both rncwelcomingcommittee. org and nornc. org were inaccessible, returning the message, "This account has been suspended.
Either the domain has been overused, or the reseller ran out of resources"

However, a MySpace page for the group lists blockades as part of its strategy and describes the overall goal as "Crash the Convention – We didn’t get an invitation, but we’re showing up anyway. This party will be what we make of it. ... Together, we can derail the purely ceremonial show of this repressive system and remake it with our own hands and according to our own visions"

Much of the RNC Welcoming Committee's self-presentation has been tongue-in-cheek, making it difficult to know the group's actual intentions. For example, after the St.
Paul Police Department ordered 234 tasers this spring, the RNC-WC announced it was doing the same -- although "due to a unique corporate-anarchist confidentiality agreement, the exact number of tasers or documentable evidence of this new order will not be disclosed" -- but that "convention delegates and attendees should feel free to enjoy their five-star hotels, three-course meals, and 'gentleman’s clubs' without fear of protest or disruption After all, if they follow the law and don’t start any illegal wars or anything, what should they have to worry about?"

DOD warns residents to stay away from urban combat training - June 18, 2008 - A Dept of Defense spokesperson has warned Denver residents to keep their distance from military helicopters conducting urban combat training in the city. Lt. Steve Ruh said, we dont want you guys to be impaled from flying debris from our helicopters - Lt. Ruh would not tell the CBS affiliate in Denver why citizens were not warned in advance of the exercises. He did say that Denver residents had been vigilant in contacting authorities after the exercises began - Denver has some amazing citizens. Eight Denver hospitals held drills Tuesday to test their abilities to respond to a disaster that would injure thousands of people

The mock exercise — a "dirty bomb" explosion at a Pepsi Center packed with 20,000 people — was one of the largest-ever cooperative drills for the city's hospitals, organizers said

It comes just two months before the Democratic National Convention, when the city will host thousands of people from around the world

About 140 volunteers participated in the citywide drill, many of them acting as victims

Though the hospitals knew there would be a drill, the details became known only as the scenario unfolded

The Office of Emergency Management alerted hospitals about 9 a.
m that a chemical bomb had exploded at the arena

At Presbyterian/St Luke's Medical Center, staff members began setting up a decontamination tent outside the emergency room as soon as they received word of the explosion

Shortly after, about 10 volunteer "victims" lined the wall outside the emergency room, waiting to be hosed down

The victims wore tags detailing their injuries and symptoms Jodi Rodgers' tag said she was a 2-year-old boy whose right arm was broken

Rodgers, a nurse at St Joseph Hospital, said she volunteered to make a difference

"In the event of a true disaster, it'll make sure we're prepared," she said

The staff herded victims through the tent, hosing them down with water

They were then sent to the emergency room to receive treatment

Though the hospital was able to set up the tent in just 30 minutes — 15 minutes less than previous drills — the exercise wasn't perfect

Julie Baumer, director of education at the hospital, said the drill revealed some kinks that need to be worked out

For example, the chemical explosion prompted the hospital to spray down patients before they could enter the hospital But some need immediate treatment, such as one "victim" who was in labor

"She'd be screaming bloody murder," Baumer said.
"And that baby is not going to wait for decontamination So we need to figure out what we'd do right away"

Each hospital will receive an evaluation for Tuesday's exercise

The point of a drill is to identify areas for improvement, said Stephen Cantrill, project director of Colorado BNICE WMD Training Center, which helped organize the effort

"If you have a drill that goes perfectly, no one learns," Cantrill said

Those mysterious black helicopters buzzing Denver last night weren't just your paranoid imagination

For those who missed the racket of several military choppers flying low around downtown and Coors Field during the Colorado Rockies game Monday night, the show isn't over

US military Special Operations commandos will be conducting the airborne training with Denver police SWAT teams and firefighters from early afternoon until 11 p.
m through Friday night

It's the end of a two-week joint exercise between special ops troops and police and fire to prepare for a terrorism threat in a "realistic urban environment," said Lt Steve Ruh, a spokesman for the US Special Operations Command, headquartered at MacDill Air Force Base in Florida

"It familiarizes our guys with the inner workings of Denver," said Ruh, who is in town for the exercise "They get a good idea of how the city is laid out and how to work with different agencies

"It's all in preparation for anything that could possibly happen with the global war on terrorism," said Ruh, whose command coordinates all military branches' crack commando units — from Army Rangers to Navy SEALS

The Special Operations Command calls itself the "Tip of the Spear" against the nation's gravest threats Its mission is to "plan and synchronize operations against terrorist networks," according the command's Web site

Some people were thrilled to see Black Hawk assault helicopters and MH-6 "Little Bird" choppers in action, but others grumbled about the window-rattling night flights

Becky Alfrey watched in amazement as the whirlybirds whizzed her 13th-floor flat, "darting in-between the buildings downtown"

"I waved at one of the copters and someone waved back!" she said, adding that the tethered, camouflaged commandos "were literally hanging half out of the helicopter"

Alfrey was more excited than annoyed, but added: "At 10:30 p.
m I did turn on my air-conditioning fan (to drown out the choppers), because it was a little noisy"

Some Rockies fans complained about the distraction of the helicopters repeatedly circling Coors Field — but no one blamed the military for the 7-1 blowout by the Atlanta Braves

Denver police received several calls about the helicopters

"Unfortunately, if it's a small inconvenience to those people who are not sleeping that well at night, flight ops do stop at ... 11 p.
m So, in my mind, it's a small inconvenience to pay for freedom," Ruh said

He dismissed reports that the exercise was preparation for the Democratic National Convention coming to Denver in August

"I couldn't speak for the police department," Ruh said.
"But absolutely not for Special Operations Command We have nothing to do with the Democratic National Convention"

He noted that similar counterterrorism exercises have been conducted in Manhattan, Los Angeles and Houston

Yet, even among city spokespersons, there was confusion over who was conducting the training

"That's a Department of Justice deal.
It's their baby," Denver police spokesman Detective John White said today "They gave us the heads up that they were going to be conducting the exercise"

But US Attorney's Office spokesman Jeff Dorschner said: "This is not our deal" The Special Operations Command's Ruh confirmed the Justice Department had nothing to do with it

Given the high-profile — loud — nature of the night flights, wouldn't it have been smart publicity to alert the public before exercises began?

"Advance notice was given to the (Denver) civil authorities.
We were here as guests," Ruh said "It would be up to (local authorities) to send it out"

At a federal installation in Georgia three months ago, more than 100 senior career employees from across the Homeland Security Department assembled for an exercise in which they oversaw a simulated government response to a large flood in the Midwest

The goal was to prepare career managers for what could be the biggest test they would ever face: responding to a large-scale disaster — such as a terrorist attack or natural calamity — during the presidential transition, a time when political leadership is lacking

Top career officials at DHS’ Federal Emergency Management Agency, Customs and Border Protection, Immigration and Customs Enforcement, Coast Guard and other agencies are learning not only how to run their own agencies during crisis, but also how to coordinate their responses with one another, Elaine Duke, the department’s undersecretary for management, said in an interview

Several more training sessions — tabletop simulations and field exercises — are planned for the coming months, she said

“A lot of acts of terror take place in times of political change, and there’s an awareness of that,” Duke said, stressing that DHS has no specific intelligence about any imminent threats.
“So we’re looking at — when our political employees leave — who acts in their place … in case of an incident”
Typically, agencies’ political leaders would handle high-level coordination: sharing intelligence, planning joint operations and working with other executive agencies
After a hijacking, for example, Transportation Security Administration leaders would need to reach out to the Federal Aviation Administration and the Defense Department; the resulting investigation could also bring in the Justice Department and immigration agencies.
A terrorist attack might require coordination with the Pentagon, the Centers for Disease Control and Prevention and its parent agency, the Health and Human Services Department
And a natural disaster would put FEMA at the center of a web of federal, state and local agencies.
Officials would have to coordinate rescue and relief operations, medical care and communications
To ensure effective leadership during the transition, the outgoing political appointees are being backed up by specific career executives, who will take their places after the Bush administration leaves.
At TSA, for example, Deputy Administrator Gale Rossides will step in for Administrator Kip Hawley until a new political leader is in place; and at FEMA, Nancy Ward, the administrator for the agency’s Region IX, will take the reins when Administrator David Paulison steps down
Many of these career officials were on hand at the May training exercise at DHS’ Federal Law Enforcement Training Center in Glynco, Ga. The exercise’s purpose, according to Duke, was twofold: First, it taught the career executives strategies for managing a national event, an important step for a department that has been criticized for an overreliance on political leadership.
But it also reinforced their relationships with one another, a valuable outcome not just during the transition, but for years to come
“I think it makes sense,” said Clark Kent Ervin, a homeland security scholar at the Aspen Institute. “I applaud the effort.
… DHS needs a cadre of cross-trained professionals”
Duke stressed that DHS doesn’t have a large number of political appointees: The department has about 200 political appointees — 83 of whom are considered “key executives” — in a work force of more than 200,000
The department has taken other steps to increase the role of career officials in its management.
Earlier this year, DHS added a career deputy at TSA, and a career deputy to the department’s offices of management and science and technology

Another reorganization?

Duke’s office is also preparing briefing materials for the next administration. They include a list of requirements for the first 30, 60 and 90 days of the new presidency. In February, for example, the department must certify to Congress that 50 percent of air cargo is being screened for explosives.
The program is under TSA’s jurisdiction, but department headquarters is providing oversight and tracking its progress

One question the next administration will need to address is whether to reorganize the department. The department has struggled since it was formed in 2003 to coordinate the work of dozens of agencies under its jurisdiction, and many lawmakers have urged more changes.
Among them are pulling FEMA out of DHS, elevating the department’s cybersecurity operation, and relocating the Federal Protective Service, which is now part of ICE
Meanwhile, some experts say the department, after an initial rocky start, is finally starting to get its operation right, and they caution against a quick reorganization under the next administration

“There have been a lot of efforts to rethink the organizational structure,” Ervin said. “But I would caution against doing any reorganizing anytime soon.
… The last thing this department needs is a big change”

Duke agreed that the department has made progress in running itself since it was formed. ”One of our biggest strides is defining the difference between headquarters and the components,” Duke said.
“We needed to differentiate

Ervin suggested the department hold another training exercise this winter, after the election, involving both the outgoing and incoming administrations.
That would be an opportunity for the Bush administration’s officials to mentor the new appointees, Ervin said

Although she is a political appointee herself, but Duke may still have a job next year. The undersecretary of management is allowed to stay on board — with the incoming administration’s consent — until a new undersecretary is confirmed, which could take up to a year.
Duke confirmed that she would be willing to stay in her position

Former Speaker of the House Newt Gingrich said that the Supreme Court decision to allow enemy combatants to challenge their detention could lead to the nuclear destruction of a US city

The decision marked the third time that the Supreme Court has ruled against the Bush administration’s handling of the Guantanamo prisoners, The New York Times reported Friday

Gingrich referenced a Sunday morning story about a smuggling ring that obtained a design for a nuclear weapon as evidence that local judges should have no say over matters of national security

When asked if the McCain campaign’s argument about Obama’s inexperience would work, Gingrich said that it wouldn’t because Obama is too smart and well-prepared to come off “looking like some guy who’s dopey”

Yet Gingrich still criticized Obama for his support of the Supreme Court’s decision to grant habeus corpus rights of Guantanamo prisoners - a decision he called “worse than Dred Scott”

“The problem with Obama is he’s wrong,” Gingrich said “He applauded this court decision This court decision is a disaster which could cost us a city,” Gingrich said
