The National Retail Federation wants to help retailers prepare for the worst
The Washington D.C. -based trade group’s loss prevention team has partnered with the International Council of Shopping Centers and the Department of Homeland Security to create emergency response protocols for retailers to react, respond and recover from incidents of in-store violence
The guidelines were distributed to attendees of the NRF’s Loss Prevention Summit in Dallas on October 14 and 15
Incidents involving gun violence at shopping centers during the last two months in Tyler, Texas and Knoxville, Tennessee left one man dead and at least one other man injured
“It is imperative that retailers, regardless of the type of store or size of the company, remain vigilant and aware of dangers,” Joe LaRocca, NRF vice president of loss prevention says. “Retailers and malls should be planning for life-threatening incidents to occur at their stores, educating employees on how to handle the situation, and working with law enforcement on a consistent approach to quickly address the situation if it arises”
In addition to putting forth a series of guidelines, NRF and the ICSC produced an organized retail crime training video that provided information from retail crime experts, included actual footage of criminal acts and also decribed suspicious behaviors and common methods of operation for retail crime rings. The video was distributed to security personnel nationwide
There are more than 1.6 million retail establishments in the U.S. , employing 24 million people-- about one in five workers in the country-- and that number increases during the holidays

NRF Partners with Department of Homeland Security and ICSC to Create Emergency Response Guide for Retailers
Washington, October 20, 2008 – As a part of its efforts to educate and protect retail customers, merchandise and employees, the National Retail Federation’s loss prevention team partnered with the International Council of Shopping Centers and the U.S. Department of Homeland Security to create emergency response protocols for retailers to react, respond, and recover from active shooter incidents. * The set of guidelines was distributed to attendees at NRF’s Loss Prevention Summit in Dallas last week

The guide serves to educate companies about active shooters, which have become a serious threat in recent years. Basic guidelines for how to analyze the situation and react accordingly are outlined in a way that serves all types of retailers regardless of size. NRF encourages retailers to use the guidelines as a part of their larger emergency management plan to protect employees and customers
At NRF’s Sr. Loss Prevention Executive Summit last week, loss prevention executives from across the country gathered to discuss, network and share ideas about the industry and current issues. The keynote presentation welcomed three guest speakers who discussed active shooters and the new emergency response guidelines. Steven Crumrine from General Growth Properties, Bryan O’Brien from GAP, Bruce Pyke from Bon-Ton Stores and Andrea Schultz of the U.S. Department of Homeland Security joined NRF’s Joe LaRocca to roll out the new program designed to train the private sector on how to react, respond and recover from active shooters
The emergency response guide is one of many projects that NRF’s loss prevention team has tackled this year. The group also worked closely with the Department of Homeland Security during the 2008 hurricane season to create an immediate response plan for retailers who were in the impact zone. By partnering with DHS, NRF was able to provide retailers with a fast and easy way to track storm advances and plan evacuations if necessary. Additionally, NRF’s LPinformation website offers specific links to the DHS website where retailers can get updates on where to go for help and local resources
In addition to partnering with DHS, NRF also partnered with ICSC to produce an organized retail crime training video. Working with organized retail crime experts, who provided content and actual footage of criminal acts, the narrated video includes images of typical organized retail crime ring behavior in addition to descriptions of common methods of operation. The video was distributed to security personnel in malls throughout the country
