Bush: There is no law to stop torture of an innocent child

If the president deems that he's got to torture somebody, including by crushing the testicles of the person's child, there is no law that can stop him? And here evil rears its ugly head. To some it's obviously fine to torture children when terrorists are involved. The problem lies in the fact that children are totally innocent and on top of that some governments have quit broad definitions of the term 'terrorist'.
