What if disaster struck? Counties, schools update responses

Each month, state and local health and emergency management officials gather without fanfare to ponder macabre questions of life and death, including: How many corpses can fit in your local ice rink?

It may sound like the plot of a bad horror movie or some med school fraternity prank, but it's just one of many questions being asked quietly as part of evolving preparations for a pandemic -- a fast-spreading outbreak of a contagious disease that causes death on a massive scale -- a terrorist or biological attack, or a natural disaster

State and local health and emergency management officials have placed new emphasis on planning for such events since the terrorist attacks of Sept. 11, 2001.
Also, September is National Preparedness Month

"We have to look at places like ice rinks," said Michael Sturm, Oakland County's administrator of emergency response and preparedness.
"It's a big planning issue"

The Macomb County Intermediate School District meets every two months to work through emergency preparedness planning issues

Wayne County annually conducts mass-casualty drills at places such as Comerica Park to help refine emergency response protocols.
Discussions also have taken place with the Archdiocese of Detroit to allow for its buildings to be used for vaccine distribution and emergency clinics

Likewise, Oakland County officials have enlisted the help of local school districts to act as emergency medical centers in the event of a mass public health emergency

And most county officials use the annual flu vaccine system to practice immunizing thousands of people in a hurry, which would be necessary in the case of any large public health emergency or terrorist attack

George Miller, manager of the Oakland County Health Division, said they will do the same this year beginning Oct. 6.
Last fall's operation was the best yet

"In five hours, we did about 12,000" people, Miller said

Wayne County has 19 sites to deliver vaccines

"Our goal is to have a capability of doing 66,000" people "per site in 48 hours," said Christine Hensley, emergency preparedness coordinator for Wayne County

Such ghastly planning, while necessary and reassuring, is somewhat unnerving to people like Brenda Taylor, 43, whose family lives within walking distance of the Farmington Hills Ice Arena

"It's a bit creepy to think that a place where my family goes to have fun could literally become a morgue overnight one day," she said.
"But, since 9/11, I guess you have to prepare for anything"

First responders from across the region have been taking part in various emergency preparedness exercises all month

"It's not a question of if, it's a question of when," said Miller, whose pandemic preparedness work has earned federal awards.
"Our mantra is preparation, not panic"

Oakland County's preparedness plan has won kudos from the Centers for Disease Control and Prevention in Atlanta and is held up as a national model.
Miller said enlisting the help of school districts has been a key

"They are in the neighborhoods and they already have a relationship with parents," Miller said

Schools can help to quickly distribute vaccines or other medicines on a mass basis by contacting parents and arranging pickup at school.
Schools also could be used as makeshift triage centers in the event of a terrorist attack or natural disaster

Miller said schools could help reach about half the population.
But for families without schoolchildren, community distribution centers could administer vaccines in the event of a disease outbreak or biological attack

Oakland County officials are in the process of buying a software program that would use GPS to keep track of corpses during such disasters

They worry about people and bodies overrunning hospitals and morgues.
Planning is critical because such an emergency has the potential to disrupt and possibly cripple business, education, government, sports, transportation and even religious worship

"We have several written plans, and we have to prepare and drill for them," said Loretta Davis, director of the Wayne County Department of Public Health

Oakland County has met with business leaders to explain the risks and offer resources to help operate during such an emergency.
Businesses are encouraged to appoint a preparedness coordinator, draft a response plan, identify key suppliers and personnel and stockpile appropriate materials

Likewise, state and county officials said residents should keep supplies of nonperishable food and water in their homes.

The Archdiocese of Detroit has reviewed the question of what to do in a pandemic but doesn't have hard and fast rules in place, said spokesman Richard Laskos.
Church leaders would allow their buildings to be used for vaccine distribution and other needs, much like Most Holy Trinity Church was converted into a hospital in the 1830s when Detroit faced a deadly cholera epidemic

Schools likely would be enlisted, too

"I would say the stage we are at is learning about it ourselves," said Ron Roberts, assistant superintendent of educational services for Chippewa Valley Schools in Macomb County "If schools are closed, how do we deliver instruction? Do we use technology, like the Internet or cable television? Would any of that even be available?"

Roberts said he attends the meetings sponsored by the Macomb County Intermediate School District to work through such questions with other educators and health officials

William Monaco, 51, of Fraser lives only a couple of miles from the Great Lake Sports City ice arena.
He said he is glad to hear preparations are being made to deal with a mass-casualty disaster

"It's like buying insurance," he said.
"You get it hoping you don't ever have to use it, but you're glad you have it if you ever need it"

Tens of thousands of US inmates are paid from pennies to minimum wage—minus fines and victim compensation—for everything from grunt work to firefighting to specialized labor.
Here's a sampling of what they make, and for whom

Eating in: Each month, California inmates process more than 680,000 pounds of beef, 400,000 pounds of chicken products, 450,000 gallons of milk, 280,000 loaves of bread, and 2.9 million eggs (from 160,000 inmate-raised hens). Starbucks subcontractor Signature Packaging Solutions has hired Washington prisoners to package holiday coffees (as well as Nintendo Game Boys).
Confronted by a reporter in 2001, a Starbucks rep called the setup "entirely consistent with our mission statement"

Around the Big House: Texas inmates produce brooms and brushes, bedding and mattresses, toilets, sinks, showers, and bullwhips Bullwhips?

Windows dressing: In the mid-1990s, Washington prisoners shrink-wrapped software and up to 20,000 Microsoft mouses for subcontractor Exmark (other reported clients: Costco and JanSport). "We don't see this as a negative," a Microsoft spokesman said at the time.
Dell used federal prisoners for PC recycling in 2003, but stopped after a watchdog group warned that it might expose inmates to toxins

Back to school: Texas and California inmates make dorm furniture and lockers, diploma covers, binders, logbooks, library book carts, locker room benches, and juice boxes

Patriotic duties: Federal Prison Industries, a.k.a. Unicor, says that in addition to soldiers' uniforms, bedding, shoes, helmets, and flak vests, inmates have "produced missile cables (including those used on the Patriot missiles during the Gulf War)" and "wiring harnesses for jets and tanks.
" In 1997, according to Prison Legal News, Boeing subcontractor MicroJet had prisoners cutting airplane components, paying $7 an hour for work that paid union wages of $30 on the outside

The law won: In Texas, prisoners make officers' duty belts, handcuff cases, and prison-cell accessories.
California convicts make gun containers, creepers (to peek under vehicles), and human-silhouette targets

A stitch in time: California inmates sew their own garb. In the 1990s, subcontractor Third Generation hired 35 female South Carolina inmates to sew lingerie and leisure wear for Victoria's Secret and JCPenney.
In 1997, a California prison put two men in solitary for telling journalists they were ordered to replace "Made in Honduras" labels on garments with "Made in the usa"

Open wide: At California's prison dental laboratory, inmates produce a complete prosthesis selection, including custom trays, try-ins, bite blocks, and dentures

Constructive criticism: Prisoners in for burglary, battery, drug and gun charges, and escape helped build a Wal-Mart distribution center in Wisconsin in 2005, until community uproar halted the program.
(Company policy says, "Forced or prison labor will not be tolerated by Wal-Mart")

On call: Its inmate call centers are the "best kept secret in outsourcing," Unicor boasts. In 1994, a contractor for gop congressional hopeful Jack Metcalf hired Washington state prisoners to call and remind voters he was pro-death penalty.
