Agency Says Health Risks Are Low, Critics Say EPA Is Protecting The Pentagon From Liability

(CBS/AP) The Environmental Protection Agency has decided there is no need to rid drinking water of a toxic rocket fuel ingredient that has fouled public water supplies around the United States.
EPA reached the conclusion in a draft regulatory document not yet made public but reviewed Monday by The Associated Press.
The ingredient, perchlorate, has been found in at least 395 sites in 35 states at levels some scientists say could interfere with thyroid function and pose developmental health risks, particularly for babies and fetuses.
The EPA document says that mandating a cleanup level for perchlorate would not result in a "meaningful opportunity for health risk reduction for persons served by public-water systems."
The conclusion, which caps years of dispute over the issue, was denounced by Democrats and environmentalists who accused EPA of caving in to pressure from the Pentagon.
"This is a widespread contamination problem, and to see the Bush EPA just walk away is shocking," said Sen. Barbara Boxer, a Democrat who chairs the Senate's environment committee.
Lenny Siegel, director of the Center for Public Environmental Oversight in Mountain View, Calif., added: "This is an unconscionable decision not based upon science or law but on concern that a more stringent standard could cost the government significantly."
The Defense Department used perchlorate for decades in testing missiles and rockets, and most perchlorate contamination is the result of defense and aerospace activities, congressional investigators said last year.
The Pentagon could face liability if EPA set a national drinking water standard that forced water agencies around the country to undertake costly cleanup efforts. Defense officials have spent years questioning EPA's conclusions about the risks posed by perchlorate.
The Pentagon objected strongly Monday to the suggestion that it sought to influence EPA's decision.
"We have not intervened in any way in EPA's determination not to regulate perchlorate. If you read their determination, that's based on criteria in the Safe Drinking Water Act," Paul Yaroschak, Pentagon deputy director for emerging contaminants, said in an interview.
Yaroschak said the Pentagon has been working for years to clean up perchlorate at its facilities. He also contended that the Pentagon was not the source of as much perchlorate contamination as once believed, noting that it also comes from fireworks, road flares and fertilizer.
Benjamin Grumbles, EPA's assistant administrator for water, said in a statement that "science, not the politics of fear in an election year, will drive our final decision."
"We know perchlorate in drinking water presents some degree of risk, and we're committed to working with states and scientists to ensure public health is protected and meaningful opportunities for reducing risk are fully considered," Grumbles said.
Grumbles said the EPA expected to seek comment and take final action before the end of the year. The draft document was first reported Monday by the Washington Post.
Perchlorate is particularly widespread in California and the Southwest, where it has been found in groundwater and in the Colorado River, a drinking-water source for 20 million people. Its also has been found in lettuce and other foods.
In absence of federal action, states have acted on their own. In 2007, California adopted a drinking water standard of 6 parts per billion. Massachusetts has set a drinking water standard of 2 parts per billion.

The AP gets the scoop on the EPA’s decision to devalue a “statistical life”

Last month, I wrote a column about the challenges journalists face in covering the ethical decisions that affect humanity’s response to global climate change Well here’s a doozie: What is a human life worth — not in any abstract, existential sense, but in cold, hard dollars?
That was the subject of a keenly important article by The Associated Press’s Seth Borenstein yesterday, who discovered that the U.S Environmental Protection Agency has discounted the “value of statistical life” by almost $1 million over the last five years The practice of monetizing life at all sounds nefarious, but, according a Forbes article from last January, it “makes sense” in a world in which we expect government to protect its citizens from things like global warming:
Although some may consider it immoral to even raise the question of the dollar value of life, risk regulation agencies can’t avoid doing so.We would soon exhaust all of our resources if we tried to do everything that would make our lives safer A zero pollution, risk-free society is unattainable
Borenstein’s piece for the AP reflects this same rationale:
The EPA figure is not based on people’s earning capacity, or their potential contributions to society, or how much they are loved and needed by their friends and family — some of the factors used in insurance claims and wrongful-death lawsuits
Instead, economists calculate the value based on what people are willing to pay to avoid certain risks, and on how much extra employers pay their workers to take on additional risks.Most of the data is drawn from payroll statistics; some comes from opinion surveys According to the EPA, people shouldn’t think of the number as a price tag on a life
When it comes to the agency’s latest changes to the value of a statistical life, however, Borenstein adds an extremely important caveat:
Though it may seem like a harmless bureaucratic recalculation, the devaluation has real consequences
When drawing up regulations, government agencies put a value on human life and then weigh the costs versus the lifesaving benefits of a proposed rule The less a life is worth to the government, the less the need for a regulation, such as tighter restrictions on pollution
Consider, for example, a hypothetical regulation that costs $18 billion to enforce but will prevent 2,500 deaths.At $7,8 million per person (the old figure), the lifesaving benefits outweigh the costs But at $6,9 million per person, the rule costs more than the lives it saves, so it may not be adopted
A specific regulation would be something like a cap-and-trade scheme for reducing greenhouse gas emissions In my column about covering the ethics of such legislation, I quoted a long feature from the May issue of Scientific American that explained how the difference between economic projections that say the costs of inaction outweigh the costs of action and those that say the opposite comes down to a set of moral decisions Among these considerations, the author wrote, is the fact that:
Many people, some living, others yet to be born, will die from the effects of climate change Is each death equally bad? How bad are those deaths collectively? Many people will die before they bear children, so climate change will prevent the existence of children who would otherwise have been born Is their nonexistence a bad thing? By emitting greenhouse gases, are the rich perpetrating an injustice on the world’s poor? How should we respond to the small but real chance that climate change could lead to worldwide catastrophe?
Obviously, if the EPA says that a life is worth $1 million less than it used to be, it becomes less economically “practical” to enact something like cap-and-trade and energy efficiency standards.Unfortunately, the press generally covers environmental regulations in only the broadest sense, without delving into the important details, as Borenstein did, that shape arguments about their practicality and viability Journalists should be more attentive As the Forbes article quoted above noted:
The Environmental Protection Agency created a political firestorm back in 2003 with an analysis that calculated that the lives of those over age 70 were worth 37% less than the lives of younger people Citizen groups for the elderly were outraged at this “senior death discount” and ultimately the EPA withdrew the report Discussion of age distinctions are off the table now…
Borenstein actually broke that story back in 2002 when he was with the now defunct Knight Ridder news agency, a number of months before other major news outlets caught on. But there has certainly been no such “firestorm” surrounding the agency’s more recent and generalized devaluation of individuals.As Borenstein observed in yesterday’s piece, “EPA traditionally has put the highest value on life of any government agency and still does, despite efforts by administrations to bring uniformity to that figure among all departments” But whereas the EPA has been “trimming” its figure, the Department of Transportation has twice increased its own
Whatever the rate may be, these are the kinds of inconspicuous, but eminently consequential, details that reporters must begin paying attention to.It should come as no surprise that Borenstein (a self-professed “data geek” who likes to find stories in numbers) unearthed this particular tale, however He had been tracking the EPA statistical-life figures ever since the “senior death discount” affair in 2002

He initially wanted to buy a ticket, George Hunt, 1992 but this proved to be much too expensive ($650). At the conference he noticed it had very little to do with the conventional environment movement and was surprised to see people like Maurice Strong, Edmund de Rothschild (Pilgrims Society), David Rockefeller (Pilgrims Society), and James A. Baker (Pilgrims Society; Cap & Gown; trustee American Institute for Contemporary German Studies; Atlantic Council of the United States; National Security Planning Group; Bohemian Grove; CFR; Carlyle; advisor George W. Bush in his 2000 election). In his two videos, produced in 1989 and 1992, he plays audio recordings of several of the 1987 speakers, including Maurice Strong and Edmund de Rothschild (71). There's not really a reason to label these recordings a hoax (to use UFO community language) and subsequently denounce George Hunt as a fraud. In fact, Hunt could hardly have done a better job at presenting his evidence. However, some of the evidence this person has uncovered is so amazing, that most people will remain skeptical (like me), no matter how much evidence is presented. Agency Says Health Risks Are Low, Critics Say EPA Is Protecting The Pentagon From Liability

(CBS/AP) The Environmental Protection Agency has decided there is no need to rid drinking water of a toxic rocket fuel ingredient that has fouled public water supplies around the United States.
EPA reached the conclusion in a draft regulatory document not yet made public but reviewed Monday by The Associated Press.
The ingredient, perchlorate, has been found in at least 395 sites in 35 states at levels some scientists say could interfere with thyroid function and pose developmental health risks, particularly for babies and fetuses.
The EPA document says that mandating a cleanup level for perchlorate would not result in a "meaningful opportunity for health risk reduction for persons served by public-water systems."
The conclusion, which caps years of dispute over the issue, was denounced by Democrats and environmentalists who accused EPA of caving in to pressure from the Pentagon.
"This is a widespread contamination problem, and to see the Bush EPA just walk away is shocking," said Sen. Barbara Boxer, a Democrat who chairs the Senate's environment committee.
Lenny Siegel, director of the Center for Public Environmental Oversight in Mountain View, Calif., added: "This is an unconscionable decision not based upon science or law but on concern that a more stringent standard could cost the government significantly."
The Defense Department used perchlorate for decades in testing missiles and rockets, and most perchlorate contamination is the result of defense and aerospace activities, congressional investigators said last year.
The Pentagon could face liability if EPA set a national drinking water standard that forced water agencies around the country to undertake costly cleanup efforts. Defense officials have spent years questioning EPA's conclusions about the risks posed by perchlorate.
The Pentagon objected strongly Monday to the suggestion that it sought to influence EPA's decision.
"We have not intervened in any way in EPA's determination not to regulate perchlorate. If you read their determination, that's based on criteria in the Safe Drinking Water Act," Paul Yaroschak, Pentagon deputy director for emerging contaminants, said in an interview.
Yaroschak said the Pentagon has been working for years to clean up perchlorate at its facilities. He also contended that the Pentagon was not the source of as much perchlorate contamination as once believed, noting that it also comes from fireworks, road flares and fertilizer.
Benjamin Grumbles, EPA's assistant administrator for water, said in a statement that "science, not the politics of fear in an election year, will drive our final decision."
"We know perchlorate in drinking water presents some degree of risk, and we're committed to working with states and scientists to ensure public health is protected and meaningful opportunities for reducing risk are fully considered," Grumbles said.
Grumbles said the EPA expected to seek comment and take final action before the end of the year. The draft document was first reported Monday by the Washington Post.
Perchlorate is particularly widespread in California and the Southwest, where it has been found in groundwater and in the Colorado River, a drinking-water source for 20 million people. Its also has been found in lettuce and other foods.
In absence of federal action, states have acted on their own. In 2007, California adopted a drinking water standard of 6 parts per billion. Massachusetts has set a drinking water standard of 2 parts per billion.

Last month, I wrote a column about the challenges journalists face in covering the ethical decisions that affect humanity’s response to global climate change Well here’s a doozie: What is a human life worth — not in any abstract, existential sense, but in cold, hard dollars?
That was the subject of a keenly important article by The Associated Press’s Seth Borenstein yesterday, who discovered that the U.S Environmental Protection Agency has discounted the “value of statistical life” by almost $1 million over the last five years The practice of monetizing life at all sounds nefarious, but, according a Forbes article from last January, it “makes sense” in a world in which we expect government to protect its citizens from things like global warming:
Although some may consider it immoral to even raise the question of the dollar value of life, risk regulation agencies can’t avoid doing so.We would soon exhaust all of our resources if we tried to do everything that would make our lives safer A zero pollution, risk-free society is unattainable
Borenstein’s piece for the AP reflects this same rationale:
The EPA figure is not based on people’s earning capacity, or their potential contributions to society, or how much they are loved and needed by their friends and family — some of the factors used in insurance claims and wrongful-death lawsuits
Instead, economists calculate the value based on what people are willing to pay to avoid certain risks, and on how much extra employers pay their workers to take on additional risks.Most of the data is drawn from payroll statistics; some comes from opinion surveys According to the EPA, people shouldn’t think of the number as a price tag on a life
When it comes to the agency’s latest changes to the value of a statistical life, however, Borenstein adds an extremely important caveat:
Though it may seem like a harmless bureaucratic recalculation, the devaluation has real consequences
When drawing up regulations, government agencies put a value on human life and then weigh the costs versus the lifesaving benefits of a proposed rule The less a life is worth to the government, the less the need for a regulation, such as tighter restrictions on pollution
Consider, for example, a hypothetical regulation that costs $18 billion to enforce but will prevent 2,500 deaths.At $7,8 million per person (the old figure), the lifesaving benefits outweigh the costs But at $6,9 million per person, the rule costs more than the lives it saves, so it may not be adopted
A specific regulation would be something like a cap-and-trade scheme for reducing greenhouse gas emissions In my column about covering the ethics of such legislation, I quoted a long feature from the May issue of Scientific American that explained how the difference between economic projections that say the costs of inaction outweigh the costs of action and those that say the opposite comes down to a set of moral decisions Among these considerations, the author wrote, is the fact that:
Many people, some living, others yet to be born, will die from the effects of climate change Is each death equally bad? How bad are those deaths collectively? Many people will die before they bear children, so climate change will prevent the existence of children who would otherwise have been born Is their nonexistence a bad thing? By emitting greenhouse gases, are the rich perpetrating an injustice on the world’s poor? How should we respond to the small but real chance that climate change could lead to worldwide catastrophe?
Obviously, if the EPA says that a life is worth $1 million less than it used to be, it becomes less economically “practical” to enact something like cap-and-trade and energy efficiency standards.Unfortunately, the press generally covers environmental regulations in only the broadest sense, without delving into the important details, as Borenstein did, that shape arguments about their practicality and viability Journalists should be more attentive As the Forbes article quoted above noted:
The Environmental Protection Agency created a political firestorm back in 2003 with an analysis that calculated that the lives of those over age 70 were worth 37% less than the lives of younger people Citizen groups for the elderly were outraged at this “senior death discount” and ultimately the EPA withdrew the report Discussion of age distinctions are off the table now…
Borenstein actually broke that story back in 2002 when he was with the now defunct Knight Ridder news agency, a number of months before other major news outlets caught on. But there has certainly been no such “firestorm” surrounding the agency’s more recent and generalized devaluation of individuals.As Borenstein observed in yesterday’s piece, “EPA traditionally has put the highest value on life of any government agency and still does, despite efforts by administrations to bring uniformity to that figure among all departments” But whereas the EPA has been “trimming” its figure, the Department of Transportation has twice increased its own
Whatever the rate may be, these are the kinds of inconspicuous, but eminently consequential, details that reporters must begin paying attention to.It should come as no surprise that Borenstein (a self-professed “data geek” who likes to find stories in numbers) unearthed this particular tale, however He had been tracking the EPA statistical-life figures ever since the “senior death discount” affair in 2002

The prime minister of Malaysia, Mahathir Mohamad, announced on August 16 that his country may boycott the Earth Summit and stated that if the conference is used to suppress the Third World, it would be better for these nations to hold their own meeting.Speaking to newsmen in Petaling Java, Mahathir claimed that environmentalists have launched a global assault on Malaysia, while it is the developed nations, not Malaysia, who are polluting the environment
Malaysias, Science, Technology, and Environment minister, Law Hieng Ding, Announced August 20 according to the New Straits times of August 23, that Malaysia is preparing a document entitled 'Greening the World', urging developed countries to use wealth and technology to turn the deserts green
Ahmed Djoglas, Algeria's delegate to the August 15 meeting of the UN Conference for Environment and Development, said August 23 in Geneva, according to the UN Inter Press Service that 'We have the old pattern of the North imposing the system and the South having to accept. Non-government organizations are saying that the North has hijacked the agenda, and they are right...They are prepared to let people die but not forests'
The Malaysian Sunday Times editorial of August 16 said, 'Environmentalists make so much of their noble mission in protecting the Environment which sustains all of us...They do not credit Malaysians with much intelligence, with a similar concern for the health of the land and themselves. Shades of precious fin de siecle romanticism; visions of the noble savage stalking big game in arboreal groves, in grunting communion with the voices of the land.The same kind of romantic claptrap that got natives all over the world sold down the river into slavery, decimated by small pox and clap, driven from their land into alcoholism and hopeless helplessness

Brazil's chief of staff of the Amazon military command, General Thaumaturgo Sotoero Vaz, stated in an interview in the August 28 Folha de Sao Paulo, that the nations' armed forces will not permit Eco-92 resolutions restricting Razi's sovereignty over the amazon or creating 'Indian nations' within the region. The general did not rule out the possibility that Brazil could be subjected to 'something similar to what happened in the Persian Gulf,' and declared that persons like Francois Mitterrand and Ted Kennedy would not be permitted to order reductions in or elimination of Brazil's armed forces. Sotero Vaz said, 'If those idiots try to come in here, we're going to give it to them and (treat them) like guerrillas....' The governor of the Amazon, Gilberto Mestrinho, stated September 8, 'The generals' position is the product of looking at reality'
The president of the Industrial Federation of the Brazilian state of Para in the Amazon region, Fernando Flexa Ribiero, was quoted by the press September 14 as stating that environmentalists want to make the Amazon 'a sterile preservation.' He said Eco-92 could 'promote colonialist practices'
The Brazilian daily Tribuna de Impresa quoted Joann Grossi, a spokesperson for the U.S.Agency for International Development, as saying that sterilization is the family planning 'method preferred by President George Bush to increase the effectiveness of birth control in the Third World'
The Italian Catholic weekly Il Sabato published a September 14 article by professor Franco Cardini stating: "It must be said with utmost clarity that the plans of the International Monetary Fund for the (former) USSR and the eastern countries are infamous...The European Community is in the position to supply not only suggestions, but also capital and technological structures, but all this obstructs the plans of the New World Order, which is strictly hooked to the United States, the country that remains (have we forgotten?) the most indebted country in the world, and is facing a crisis of production exemplified by the crashes of the stock market and the big banks. It is this new frontier that re-emerging liberalists would like to propose to the former Soviet Union...' The article has been much discussed in Poland, as the first frontal criticism of the International Monetary Fund and the free-market model from this quarter
India's delegate at the Geneva UNCED negotiations told the Earth Charter organizers, with the support of negotiators from China, the Philippines, Chile, Venezuela, Ethiopia, Ghana, and Malaysia, that 'we are not here as supplicants, and we have not come for aid,' but 'compensatory financial flows' to underdeveloped nations are required, according to the September 13 Indain press. The delegate, Chandrashekar Dasgupta, also strongly opposed plans to bring environmental matters under the UN Security Council, and insisted that 'development' be put center stage instead of bracketed nest to the environment.He told newsmen that both India and China will have to be satisfied on these questions before they attend the Rio summit, declaring that without the assent of India and China, no charter will be worth the paper it is written on

Finance should serve industry, not the other way around, and government has a key role to play in certain sectors of the economy. Directed credit for special projects is sometimes necessary. Developing nations should look to Germany and Japan rather than the US and Britain as examples.The report deplores the tendency to introduce and 'Anglo-Saxon' banking system into developing countries
WHAT THE WORLDWIDE FUND FOR NATURE IS SAYING
An official of the World Wide Fund for Nature (WWF) said September 10 that the Geneva UNCED results were 'absolutely a serious setback. There will be no convention on forests by June 1992 for Brazil. Nobody wants to say it publicly, but the forests convention is finished. The situation has reached a deadlock. This is the first casualty for the UNCED process. Increasingly, we heard the statements of Mahathir, and these can be serious. We hope it is just a tactic to precipitate new negotiations, but it has the potential to set the ball rolling and cause other countries besides Malaysia to withdraw.It is a very difficult situation'
A senior advisor on ecological affairs to Britain's Prince Philip said September 15 that Eco-92 organizer Maurice Strong has 'over-politicized' the issue of environmentalism and had raised 'ridiculously messianic expectations' for the Earth summit. 'Strong is somebody who spent too much time at his wife's New Age center, it obviously touched his mind. It all reminds me of the so-called Millerites of the 19th century, who predicted that the world would come to an end at some point in 1844, so they all went into the mountains to prepare. The world didn't come to an end, and the Millerites became the Jehovah's Witnesses. That is what I see happening with the Earth Summit. Just listen to Strong talk about 'the most significant event in human history ever,' and 'the last chance to save the planet.'What could be more ridiculous, and guaranteed to create a mess? We see the backlash already, in the reactions of various Third World countries'
WHAT MUST BE DONE
In the fact of mounting opposition from Third World elements, certain forces in the Eastern European and Russian regions, and by the Vatican, and certain weak-kneed response within the ecology effort, what really is the purpose of traipsing around America to convince a handful of farmers, unionists, local officials, churchmen, and university environmentalists of the necessity of the Earth Charter? If one truly wished to convert the the American public, would it not be necessary to say fully, openly and explicitly what must be done? And that it must be done now?
Do you really imagine that parading some Third Worlders before 'hearing' conducted by local celebrities, the Third World will simply quiet down, or that the American press coverage of these events will overwhelm this opposition?

As described in my previous article on Sustainable Development, Agenda 21 was the main outcome of the United Nation’s Earth Summit held in Rio de Janeiro in 1992. This video should sum up the article below - The dark side of the sustainable development movement George Hunt, a business consultant, was present at the earlier mentioned 1987 Fourth World Wilderness Congress as a member of the staff. He initially wanted to buy a ticket, George Hunt, 1992 but this proved to be much too expensive ($650). At the conference he noticed it had very little to do with the conventional environment movement and was surprised to see people like Maurice Strong, Edmund de Rothschild (Pilgrims Society), David Rockefeller (Pilgrims Society), and James A. Baker (Pilgrims Society; Cap & Gown; trustee American Institute for Contemporary German Studies; Atlantic Council of the United States; National Security Planning Group; Bohemian Grove; CFR; Carlyle; advisor George W. Bush in his 2000 election). In his two videos, produced in 1989 and 1992, he plays audio recordings of several of the 1987 speakers, including Maurice Strong and Edmund de Rothschild (71). There's not really a reason to label these recordings a hoax (to use UFO community language) and subsequently denounce George Hunt as a fraud. In fact, Hunt could hardly have done a better job at presenting his evidence. However, some of the evidence this person has uncovered is so amazing, that most people will remain skeptical (like me), no matter how much evidence is presented. If what Hunt is claiming is true, then it confirms the overall picture that has been sketched in this article. First take a look at the following Fourth World Wilderness Conference (1987) statement from David Lang (spelling unknown; a Montreal banker, according to Hunt): "I suggest therefore that this be sold not through a democratic process - that would take too long and devour far too much of the funds - to educate the cannon fodder, unfortunately, that populates the earth.We have to take almost an elitist program, [so] that we can see beyond our swollen bellies, and look to the future in timeframes and in results which are not easily understood, or which can be, with intellectual honesty, be reduced down to some kind of simplistic definition".
