It looks like a real life disaster, but this is all part of a training exercise put on by Air Force Space Command and FE Warren
Friday's drill was the culmination of a 10 day 50-thousand dollar exercise to prepare for, and combat potential terrorist threats

NEW YORK -- Police, fire, Coast Guard and Port Authority officials are among those working on a nuclear training exercise in New York Harbor
New York Police Department Commissioner Ray Kelly said crews will try to detect a nuclear device on a vessel headed into the harbor on Friday. The crews will use equipment received from federal authorities to combat terrorism. The device used Friday will be harmless
The exercise will last about six hours. More than 100 people will be involved
The exercise is among the largest collaborations among agencies in the area, including police from Perth Amboy, NJ

Holston Army Ammunition Plant (HAAP) - This government-owned, contractor-operated ammunition and explosives plant is the largest capacity supplier of high performance explosives in the country. Among the many unique products produced here are the explosive powders used to trigger nuclear weapons. The 6,000-acre installation has 141 munitions storage magazines, around 900 employees, and was operated by the Holston Chemical Company, a subsidiary of the Eastman Chemical Company (which was spun off of Kodak in 1994), from the 1940's to the late 1990's (Eastman operates one of the largest chemical plants in the country in nearby Kingsport). In 1999, Royal Ordnance, a division of English defense giant BAE, took over operations Holston AAP has two locations, Plant A and Plant B, separated by 4 miles, but connected by a rail line It is the only site in the US for the production of certain types of explosives, including HMX and RDX

KINGSPORT — Mass casualties were picked up Saturday afternoon from Holston Army Ammunition Plant grounds following a terrorist attack that was nothing more than a special training exercise planned between the United States Army, Wackenhut Services Inc and Wings Air Rescue in Johnson City
“What we’ve been doing is setting up scenario-based training exercises in preparation for a terrorist attack, this situation being that we had a mass casualty exercise,” said Capt Joe Shipley, of the Army Reserve’s 7244 Medical Support Unit based in Kingsport
“Having Wings on board has enabled us to have a new level of intensity,” Shipley added With the use of the helicopter, “We were able to do hot loads and off loads with casualties”
Participants representing opposition forces (wearing make- shift robes and turbans) wore strapped to their chests fake explosive devices that gave off an audible sound in lieu of explosions As the insurgents burst out of the surrounding forest, they tossed bottled water like grenades toward soldiers and their comrades-in-training from Wackenhut
Military and non-military personnel alike worked together to secure and defend the area, retrieve casualties and deliver the injured to a Mountain States Health Alliance Wings Air Rescue chopper for transport from the scene
“We’d been planning this for quite some time,” said Lt. Col. Ron Cook of the 7244th “Our soldiers performed well, Holston Army Ammunition did an excellent job and I certainly hope that this exercise will strengthen our partnership and our relationship”
John Byington, project manager over fire and security personnel at HAAP, said it’s the first time his employees have had the opportunity to work side by side with military personnel. “It went very well, I’m very pleased with the way my guys reacted and the way they blended in with the Army Reserves and their patrol It appears that they got a lot of good training out of this,” he said
Occasionally, Byington said his employees train with SWAT from Sullivan and Hawkins Counties, but nothing like the tactical training provided Saturday “I hope we can do some more joint exercises with the Army,” Byington said, adding that he’s open to other entities coming in to train with them as well
“It’s just a wonderful opportunity to learn from each other. These are three organizations that don’t work together a lot So our take-away from this is to be able to learn the strengths of everybody so we can take that back to ourselves,” Shipley concluded

The Mason and Smith Valley Fire Protection Districts, the South Lyon Medical Center and the Nevada National Guard will conduct a mass casualty exercise at the Lyon County Fairgrounds this Saturday, June 14, beginning at 12:00 p. m
The drill is being staged as part of Vigilant Guard '08, a full-scale emergency preparedness exercise involving seven Wester states
It is also one of two drills scheduled that day in Lyon County, with the other being held in Silver City beginning at 9:00 a.m. , and in which the Lyon County Sheriff's Office, Lyon County Search and Rescue and the National Guard will conduct an evacuation exercise of the Silver City Community
In the lcoal drill, numerous actor patients will be made up with various injuries and placed into play at 1:00 p.m. , and the MVFPD will then initiate mass casualty protocols and begin triage and transport of patients to SLMC
The National Guard will conduct a drill on the procedures to use their Blackhawk helicopters, and some patients will be flown by helicopter to SLMC
The purpose of this exercise is to test the area's mass casualty capabilities, both in the field and in the hospital; and the exercise will conclude by 4:00 p. m
In the Silver City drill, 'evacuees' will be temporarily housed at Dayton High School in an exercise designed to test the ability of local responders to properly evacuate and shelter a large number of people
Lyon County Human Services and volunteers will open and manage the shelter, and the National Guard will be used to assist with the evacuation, and to provide security to the evacuation area
That exercise will conclude at 12:00 p. m
The Vigilant Guard '08 exercise runs June 12-19 and involves visiting National Guard troops from outside the state and country

USS JOHN C. STENNIS, At Sea (NNS) -- USS John C. Stennis (CVN 74) held her first graded mass casualty drill during the Tailored Ship Training Availability (TSTA) period, June 2
During the drill, some Sailors acted lifeless, some screamed for help, and the others were in shock; Stretcher bearers and medical personnel had to keep a level head as they assisted their "wounded" shipmates
Afloat Training Group (ATG) Pacific evaluated the exercise to determine how well Stennis' Sailors performed and how well the ship's medical training team conducted the drill
"It establishes where our training team is at during TSTA phase one and two," said Medical Department leading petty officer Hospital Corpsman 1st Class (SW) Tim Barron
"As we get closer and closer to the end of TSTA, ATG will help us out and get us to the level of proficiency in our ability to train the crew, so we can carry on preparing the crew for things like real mass casualties," said Barron
The entire crew must be prepared, since everyone has a role during a mass casualty; with the medical department providing treatment, security containing the situation, and the rest of the ship providing stretcher bearers or avoiding the scene of the emergency
"By running these drills, we can practice simulated situations, and if such a disaster occurs, we have some experience we can fall back on," said Medical Department physician's assistant Lt. Robert Pillitiere
The first step during a mass casualty is to sort the wounded by the severity of their condition. The casualties are sorted into four categories as they are removed from the scene and brought to an initial treatment and holding point
"We have a timeline," said Barron. "We try to get those first ones that actually need surgery down to the operating room in less than 20 minutes"
Stretcher bearers and medical personnel were providing first aid and calming down wounded personnel who were awaiting further attention
"I had to act as a casualty with protruding intestines," said Midshipman 2nd Class D'Ana Goodfellow. "They came over to me and helped. They were very good at calming me down and making me feel okay"
Mass casualty drills are developed to improve the crew's ability to move injured personnel from the scene of a casualty to a treatment facility
"You never know what's going to happen," said Pillitiere. "Life on a carrier is dangerous. Nothing's going to fully prepare us for what you're going to see in an actual disaster, but by practicing and going through the motions, you can become familiar with what needs to be done and in what order"
During TSTA, medical will have at least three mass casualty drills assessed by ATG, as well as several medical response team drills and battle dressing station inspections
"That's how we improve," said Barron. "We go through and find out what we need to correct, so we can be ready when the real thing goes down"
